I would argue this is counter to the idea of MIMEDefang and sendmail 
milters in general.  If the milter doesn't like the message, we refuse 
delivery and it should (actually, RFCs say *miust*) be returned by the 
sending server to the sender.  The only time I suggest quarantining a 
message is when a copy must be held because lawyers are likely to become 
involved.
