Is anyone using this list with success?
Yes, some ISPs in europe do. As you can see, the listed IPs belong to europe ISPs mostly. The problem is that the data sources aren't mixed with global players. Virus and worm statistics seem always to be local based - in contrary to spam statistics as you can see.
