The latest Mozilla Gecko should be using Cairo. Perhaps one can use it to render to a memory bitmap and then dump that to a TIFF file. (I'd toyed with the idea of integrating Moz with a 3D game so that the browser could be rendered onto a 3D surface within the game.) The trick is to find someone who's wrapped the rendering engine in a nice command line wrapper.
