I never saw that variable.
I just added it to the filter.
Also, there a:
skip_rbl_checks 1
in /etc/mail/sa-mimedefang.cf
Which one take precedence?

Do you have this:
$SALocalTestsOnly=0;
in your filter rules file (mimedefang-filter)? I think the default is 1
(which means do local tests only, no RBL tests).
