Both. We have four DNSRBL zone files currently. Three of them list hosts that do various "bad" things, while the fourth lists hosts that are observed to do almost entirely "good" things. Unsurprisingly, the "bad" lists contain a total of 3.75 million entries while the "good" list contains only about 30 000.
