The impetus behind this limit was to catch badly-behaved hosts that (1) loop DSNs, adding an extra MIME layer at each iteration, and (2) delete Received: headers so normal mail loop detection fails. Yes, we have seen this in real life. So if you use a limit, I would set it very high (500 or 1000, say).
