The vote on MINA becoming a TLP should be happening soon, as the proposal is before the board. We should get the protocols sub-module setup soon after everything is re-organized after going top-level. However, if you want to start doing work in SVN, in your sandbox directory, that's a place to start getting stuff out there in the open.
