This is not only a racial slur it is also the name of a famous glove puppet in the UK (he's a bit like Kermit the Frog, though even more obsequious). The royals have to find some new ways to put down the menials (i.e., everyone else). "Sooty" and "Paki" have to grin and bear it if they want to keep in their high (as in extremely smelly) circles. They would not dare to call Harry and Charlie "Nazi" or "Big Ears". Nazi and Big Ears can't hang 'em high on a whim any more, so they keep 'em down by name calling.
