I think the deeper plan concerns conscripting all foreign nationals (a term no doubt encapsulating all with mothers not paid up members of the Women's Institute for the last 30 years) and arming them with sharpened mangoes and union jack headbands. No doubt this will reach the European Court of Justice on the technical ground that the Jack can only be flown on ships.
