Personally I think the city of Dallas simply wants to avoid the
embarrassment of the world finding out the extent of corruption within
their Law Enforcement and Judicial System.  What is your take on it?

Is there any real "ethics" issue?



As a separate issue or tid bit of info.........

I've always found Dallas to be quite backward with strict southern
baptist controls in place. Texas laws concerning alcoholic sales are
determined by each individual locality.  And by locality the law means
that each precinct (a tiny political subdivision) determines this for
itself.
The result is that you can cross the street in Dallas and find you
have entered a "dry" precinct where alcohol sales are prohibited 24/7.
Dallas was the only city that was actually arresting people based on a
2006 controversial Texas Alcohol and Beverage Commission (TABC)
program that allows for "public intoxication" arrests in any public
area or business establishment, including hotel lounges.  The arrests
drew national attention because of an unfortunate incident where
people staying in a hotel were arrested for being intoxicated in that
hotel's lounge. Fortunately, there has been enough negative feedback
from the public regarding the TABC program that it has been suspended
for review.
Texas Penal Code Section 49.02. PUBLIC INTOXICATION.
(a) A person commits an offense if the person appears in a public
place while intoxicated to the degree that the person may endanger the
person or another.

Imagine a fat red neck sheriff coming into your hotel lounge and
arresting you for public intoxication, while the real criminals are
out there in the streets having a field day?
