None of this licensing or CRB stuff is going to work for our overall protection. A mate of mine was turned down on the basis of a drug conviction (minor) more than 25 years ago for a job in child care. This was surely irrelevant to the job and spent - yet it showed up because the check was 'enhanced'. The Director of Public Prosecutions at the time actually had a more serious conviction! By the time the mistake was admitted and job offered my mate was in 'stuff it where the sun don't shine' mode. I now have to have a check to do a few lectures in schools. I do these free and they want £64 for the check (which has to be done again despite me having been through it for this job). I wouldn't mind so much if I thought they are really checking the right people in the right circumstances with the right safeguards and they left the checking to cops. When they start checking the likes of me and yet leave all kinds of paedos and Fagins around in our communities without telling us and without supervision I object. I don't mind taking my chances with people rehabilitating if there is proper checking and supervision - indeed I feel this is a duty. We're at much more risk from illegals and people forced undercover or into identity changes. The same system that embarrassed my mate moves recidivist crims of all kinds as your neighbours without telling you. Bolloxs squared basically.
