I'm not quite sure what you mean by people wanting you to let them into your google+ account.
I called one of my circles there Minds Eyers and you are in it because I added you to it. I can see that you added me to one of your circles too, because you allowed me to read specific posts, not only the public ones. As for the communities, it works and looks a bit like google groups that you use via your email client. But see for yourself.
