I don't know what kind of thing or history you have with your mother (Muttier resembles: mother, mummy, more motherly than you, courage, animal, mutation) and it shouldn't matter here I think. I interpret it as an allegation to the political power and perceived dominance of Angela Merkel here in Europe, who we call Mutti here in Germany. Depending on which German history you have and how old you are, the Mutti sound has different connotations.
