Public involvement is very difficult in inner cities because of gang institutions. The public is even hesitant to be involved in Grand and Trial jury requirements and service. There are some, who don't like it when a Grand jury does not agree with them for a trial, scream for a professional jury system. Ignorance is mostly to blame because many don't understand the court system.
