I find both Allan and you are building your premises on ancient world order, 
when locals either did not have a way out their collective misery or could not 
ask for and expect help from others.

Molly especially seems to conceive of countries as being tiny enough to be of 
forest size.

Both these premises are incorrect if not false. The UN itself must be faulted 
for being fat organisation that is little more an international employment 
charity. It wastes itself, without achieving anything much of real value, 
proactive solutions to recurring almost predictable problems.

Globally, govts must build capacities to take care of its citizens, ward off 
threats and prepare for disasters. The developed world will heed such a charter 
of development program, that are both defined and targeted, than all the 
left-liberal pile of people's rights and entitlements. That latter should be 
for national govts to address, depending upon financial surpluses they manage 
out of yearly accounts.
