Comment:
Indeed, thanks. The "Milestone" reference, in that list, is bogus; only project
administrators should have the authority to establish milestones. I've removed
the bogus reference, in addition to correcting a couple of obsolete references
to "SF users", (which should, of course, refer instead to "OSDN.net users").
BTW, this ticket was assigned to "earnie", who is not active at the present
time. I'm guessing that you didn't assign that, but rather it was an automatic
consequence of your (entirely appropriate) identification of "WEBSITE" as the
"Component" association? Since assignment to inactive users may lead to delay,
in processing of tickets, I've also disabled all such automatic "owner"
assignments.

Ticket details:
The following is copy-pasted from the issue submission form guidelines above:
...
unless you are a MinGW.org Project Developer, you should complete only the
four fields identified in the first section below.
Field Values to be Assigned by the Ticket Creator
* Type (Issue or Feature)
* Summary (It is at the top of this form, immediately below these guidelines)
* Body (See https://osdn.net/docs/WikiSyntax)
* Component
* Milestone
Please choose the data wisely. Attachments can be added after the ticket is
created.
...
What looks weird is that first you say "four fields" and then you list 5.
Maybe, say, the last one should be removed from here?
