Ticket details:

Using the -gsplit-dwarf flag with Mingw64 on Windows 10 produces binaries that
cannot be run. CLion produces the following error: CreateProcess error=193, %1
is not a valid Win32 application. I take the %1 to mean the executable itself.

Mingw64 is not MinGW. The project which distributes Mingw64 infringes our
registered trademark, without authorization. We do not support their
illegitimately distributed products.
