Ticket details:
At building the last version of Chromium Embedded Framework I came across an
error at linkage time, linker parameter -lpropsys.
Propsys library is reported as not found. I patched it by searching and
downloading the library from the web (propsys.lib) and linking it with a path
to the library file.
I propose Propsys library be added to the MinGW library collection at /lib as
libpropsys.a
