AFAIK, yes it is; I am not aware of any issues with it. If you tell us what
address you tried to subscribe, we can verify your subscription status;
without that information, there isn't much more we can do to help.

but after many days, when I send mail to "[email protected]", I still got

There is no registered subscription for that address; you clearly have not
fully completed the subscription process. As I noted previously, after you have
filled out, and submitted, the subscription form, you should receive, via
e-mail to the address which you are subscribing, a request to confirm your
intent to subscribe; you must follow the instructions in that e-mail, and
respond to it appropriately, to complete the subscription process. Until you do
so, you will continue to receive rejection notices, if you attempt to post.
