I don't build multilib capable toolchains, I'm surprised GCC didn't produce
an error for -m32.

The reason is that a lot of windows projects and gpl autotools projects
just don't work with multilib. Some might, but they're not worth the
trouble of me building a multilib toolchain IMHO.
