Incorrect: toolchain is what usually refers to compiler (gcc, g++,...),
linker (binutils ld, ar, objdump, nm,...), and in our case the MinGW-w64 c
and gcc runtime libraries.

MSYS is not required to use MinGW toolchains, it only allows Unix configure
scripts to be run or stuff like msysgit to work.

There is no MinGW-w64 installer. All packages here are all-in-one,
unzippable, and usable after you add the main "bin" subdirectory to PATH. I
do believe a packaging tool is being worked on.
