You downloaded the MinGW-w64 headers and libraries source code, which is
what this project produces and maintains.

You probably want a compiler and linker, along with the headers and built
libraries. Check the "Toolchains Targetting Win??" directories where you'll
find Personal and Automated builds for various platforms. The "targetting"
means the compilers will produce code and executables for either Win32 or
Win64.

If you don't know how to use GCC and associated tools, a lot can be learned
on the web and of course the GCC manual.
