There are!  The mingw (Mingw32) and w32api dirs are subdirs of winsup,
so you get them "for free" when checking out winsup from sourceware.
The current build machinery includes the headers and libs from mingw
and w32api automatically as required.

Changing the build machinery to allow building with external Mingw(64)
and w32api dirs is something still in the loop before we can really
start going 64 bit.
