   I have no say about whether or not vim/gvim is added to
   the list of projects built using mingw -- I suppose it would
   depend on the criteria for being on the list.  The "official"
   pre-built version on vim's web-site has the following for
   the output of :version (which indicates use of "cl"):

     VIM - Vi IMproved 7.3 (2010 Aug 15, compiled Oct 27 2010 17:59:02)
     MS-Windows 32-bit GUI version with OLE support
     Included patches: 1-46
     Compiled by Bram@KIBAALE
