It is solely for development,  I will add the directory to the PATH then.

Yes, I am aware.  I primarily use the Cygwin development tools, but
wanted to use the MinGW-w64 tools for a little native windows work
with the CImg library.  Installing them through Cygwin seemed to be
the easiest option.
