   Some of the comments referred to MSYS1 and others to MSYS2;  I
   suspect the source of the confusion is regarding all comments as
   referring to just one MSYS.

   Also, regarding "...while cygwin lets them...": as far as I can
   recall, although some of the comments concerned what MSYS2
   provides and although MSYS2 is based on cygwin, none of the
   comments concerned what cygwin provides.
