No, its not, you or any other project admin can fix it:

1. Log in to SF.net
2. Go to 
https://sourceforge.net/projects/mingw-w64/files/mingw-w64/mingw-w64-release/
3. Click on the (i) icon ("View details" tooltip) next to 
mingw-w64-v3.0.0.tar.bz2
4. In the dropdown box that appears, click "Select all" in the lower 
right corner, then the Save button in the lower left corner.
5. Wait a few minutes, then refresh your browser and 3.0.0 should be the 
new default download.
