If you want that, install mingw-w64 through Cygwin setup. There have been
packages since forever. Otherwise, my (rubenvb) personal builds have Cygwin
hosted toolchains.
The pages you link to are old, and are still valid for e.g. the autobuilds,
and rubenvb and sezero personal builds. Check under Toolchains Targetting
Win32/Personal Builds. But these are old and not recommended.
