That's because you typically link DLLs to DLLs and not to static libraries.
This is a Bad Idea™, but try something like "-Wl,-Bstatic -lgcc -lgcc_eh
-Wl,-Bdnamic", which is what options like -static-libgcc will do. Note that
this may result in double defintion errors for libgcc symbols due to any
linking to this DLL will also pull in libgcc_s which conflicts with
libgcc_eh if I'm not mistaken. As expected, and also why this is a bad idea.
