It's actually very simple. These are daily builds and this means they
get the bugs from binutils, from gcc, from mingw-w64 and possibly also
from mpfr, gmp, ppl and a metric tonne of other problems simply because
they're all development snapshots.

It's difficult to guess the source of the issues but mingw-w64 is fairly
low activity compared to GCC so in doubt I'd first look there (well,
first check the build logs along with the changelog of mingw-w64.git).
It's also likely the issue is not specific to Windows and would be
better raised at GCC's bugzilla.

The only conclusion I can draw from your report is that you're expecting
such daily/experimental builds to work while you should probably expect
the opposite and merely _wish_ that the daily builds work.
