On this maybe it would be a good idea to remove the patches tab under
tickets completely.

My very first contribution to mingw-w64 was done here and I noticed it was
missed for over a year.
Maybe having both this and the mailing list as two locations for patches is
the cause for this.
I have found the mailing list a lot more productive to use. Just my 2 cents
