I don't see anything about Vulkan on MSDN. Therefore, after one act of
googling, i would assume that all vulkan-ish stuff comes from the Vulkan
library supplied by the GPU driver, and MinGW only ever needs to have
appropriate Vulkan headers (also, you will need a Vulkan extension library
to correctly fill out Vulkan vtables).

That is, assuming that Vulkan behaves identically to OpenGL as far as API
design goes.

Correct me if i'm wrong.
