I also observed that the installer is available for download only for the
latest version. Is it available for previous versions ate other location?

and the package built fine.
The difference between the two builds I observed is that the _mkgmtime32 is
present in libmsvcrt.a of the builds in the second path. Why is to so? Which is
the correct path to pick the mingw builds?
