Because this is a Windows 10 thing it should probably be wrapped inside
an `#if _WIN32_WINNT >= ??? ... #endif` block. Nevertheless I don't
think we should apply this until we start adding Win10 stuff.


Win10 stuff has been added before. I don't see how this should be any
different?
