As for this patch, it might be safe to apply (I didn't have enough time
to verify it though).
But I would like to advance a bit further. According to the
'mingw-w64-headers/ddk/readme.txt' file, the DDK headers have been out
of sync for years. Would it be sensible to sync all DDK headers with the
ReactOS project [1], like what we already do with Wine?

I don't know that I can answer that personally; I'm not familiar with
ReactOS as a project, and what their practices are with respect to
header completeness.
