There has not been an update to MingW-W64-builds for over a year while
gcc 6.5, 7.4, 8.2, 8.3, and 9.1 have been released. The mingw-w64
downloads page at https://mingw-w64.org/doku.php/download looks wildly
out of date as far as latest releases are concerned.
Does nobody care ?
I realize I am just an end-user and not a mingw-w64 developer, but does
no one of the latter actually care about these things, or has mingw-w64
just become a platform for mingw-w64 developers where end-users are no
longer very important ?
MSYS2 [1] has been providing a nice ecosystem with a decent package
manager (pacman) and a huge number of pre-built native binary packages
for both x86 and x64 since years ago. I consider it consequently
unnecessary to maintain another less durable series of toolchains.

Are you saying that MSYS2 provides a series of gcc compiler releases on
Windows that are equivalent in compiler functionality to the official
gcc releases for Linux ?
Are you the maintainer of the MingW-W64-builds gcc for Windows
distributions ?
