You'll need to pass "--host=i686-w64-mingw32". If you don't, it tries to identify the MSYS2 environment, which in the best case returns something Unix-like, which is not what you want. If there are any dependencies you need, be sure to install e.g. mingw-w64-i686-libcrypt, which will put the 32-bit windows variant where the compiler looks for it (prefixed to /mingw32).
