My presumption is that we haven't formally dropped Windows XP support, which had no symlink support. Only since Vista have symlinks be supported, their creation requires admin priviledges, which is not Linux users normally expect. Unless these distinctions are resolved, it would be unlikely that we accept symlink support.
On the other hand, having `clock_nanosleep()` support `CLOCK_MONOTONIC` would be nice. Please submit a patch against winpthreads. Also please note the clock that it uses shall match `clock_gettime()`.
