It seems that this file is only for Windows Apps? There is no such DLL
on a desktop Windows. `SystemFunction036` is exported from ADVAPI32.DLL
according to documentation [1], which has it as an alias from
CRYPTBASE.DLL.
We already have the same file in lib-common. It's just to add it to x86
with the proper parameter size.
