These three changes look good to me.
The final setup of this is indeed not quite settled yet. For
arm64ec-only cases, it's fine to treat it entirely as a separate
architecture, built separately, in a separate sysroot. But indeed if
we want to handle arm64x too, we need to essentially build arm64ec at
the same time as regular aarch64. And until then, I guess it's best to
integrate this upstream so we can converge towards the best way of
doing this.
