Major changes:
- wcrtomb.c has been split into two files wcrtomb.c and wcsrtombs.c the same
way mbrtowc.c has been split into three files in Pali's patch series
- UCRT-specific changes were dropped
This patch series also updates comments for C95 conversion functions in def
files, so now they include the reason why they are replaced.
I just pushed these patches to my GitHub fork to run tests[1].
