Maybe not. If they document a non-existent value, then it should be considered a documentation bug and be fixed. You can request a fix by filing a PR at https://github.com/MicrosoftDocs/win32/pulls. I have never heard of something called 'Chinese phone book (surname) order'. In PRC, names in phone books are usually sorted in phonetic order in Mandarin, with surnames coming first, so it's essentially the same with _phonetic order_ (音序) and named like that. In official documents, names are usually sorted in _stroke order_ (笔画序) since it's not subject to homophones or dialects.
