attempts to move `__ms_vsnprintf()` from libmingwex into CRT libraries. While this looks safe in general, what specific issue does it solve? And in the context of this change there are three more files: stdio/snprintf.c, stdio/snwprintf.c and stdio/vsnwprintf.c, and why isn't the same done with them?
