I don't use any of those. Let's remember that Fedora's mingw32 is different from the typical mingw32; it has extra features (such as mingw32-configure), however, not everybody is using those extra features; some people want plain mingw32. Moreover, whatever those tools are achieving with rpm -E, I'm sure there would be other ways to achieve the same thing. That would be specially neat if these tools could somehow make it into upstream and work on non-rpm distros. And finally, I don't think these tools belong to the mingw32-filesystem package at all; maybe mingw32-tools, or mingw32-fedora-tools even.
