I worked with kame-20060220-freebsd54-snap.
Unzip it and follow the installation instructions given in INSTALL file.
% cp <kame>/freebsd5/etc/rc.d/network_ipv6_mobile /etc/rc.d/.
Edit the "network_ipv6_mobile" script accordingly for MIPv6 Home Agent.
I can send you the sample script if you want.

You should look at the KAME SHISA. SHISA is a Mobile IPv6
implementation for FreeBSD.
