My guess is radvd (or any other Route Advertiser daemon) is not
running on your HA.
The BA is status is 132, (not home subnet)

No problem, here's the packet dump (856 byte attachment), with a capture
filter applied.
The capture was done just on the same hub as the mobile node is in, when
it roams into a foreign network, and shows the BU and BuAck between the
MN and the HA.
