It is expected to be used by mobility daemon (MIPL, UMIP) after the handover from one network to another (BU/BA exchange) to have the endpoint addresses of the tunnel mode SP (and associated SA) _migrated_ on the MN and the HA to fit the change of CoA. The support has been integrated in the mainline kernel (post 2.6.21 IIRC) and umip also has it. The message will also possibly be handled in the end by your key manager (IKE[v2] daemon), if it has support, though it is unlikely at the moment. It will allow it to also update its internal states.
