use better default cipher suite
note that we can now insert empty fragments (or do 1/n-1 split, better
for the larger-than-64bit-block ciphers) for CBC since all CBC algos
are in the DHE/PFS group which MSIE doesn’t want to do, for which we
sadly use RC4 still
