first overhaul of CVS commit/tag log mail headers:
• indicate MIME text/plain, UTF-8, 8bit encoding
• drop Mail-Followup-To routing header (for consistency with evolvis recvhook)
• set Message-ID from CVS commitid if any
• include Auto-Submitted header
TODO for second overhaul:
• keeping Subject as-is, not RFC2047 encoded², it works in practice for now
• add Precedence: bulk header¹ (we really want Precedence: list, though)
① until we have a mailing list manager²
② until we have up-to-date php5 in MirPorts
