add a few glyphs necessary for ansiweather in Debian
(high voltage sign could be better, but I like this still better than the
one in the Unicode charts even if it lacks the arrow, even though it does
not represent thunderstorm as well; snowflake also could be improved, but
what can you do with 9x18 there? umbrella is still halfwidth, but I added
it here nevertheless, to have a blueprint for umbrella-with-raindrops, in
Unicode 10 suddenly having become fullwidth…)
